I've tried a few free ones and trial ones. I ended up using the program that I already use for
application development.

I am using VS2008, try VS2008 Express.

It's quite powerful, brilliant html text editor with the ability to set your formatting as you
please. Great validation.

And should you choose to develop in ASP.NET. Well that is all you need.

I do not know what limitations between Express and the full version but I assume it is mainly going
to be ASP.NET.
